What the program covers
Section 1 — Governance, Licensing & Regulatory Compliance (14 procedures) Confirms that licences, permits and product certifications are valid, and that royalties and levies match actual production. It also tests whether authority limits and segregation of duties prevent management override.
Section 2 — Quarry Extraction, Blasting & Crushing (14 procedures) Tests blast authorisation, explosives custody and reconciliation, crusher production recording and stockpile surveys. The aim is to confirm that everything blasted and crushed is accounted for.
Section 3 — Weighbridge, Dispatch & Haulage (15 procedures) Covers the most common leak point in the industry. It looks for trucks that bypass the scale, manual overrides, tare manipulation, voided tickets, loads that are never invoiced, and haulage trip fraud.
Section 4 — Ready-Mix Batching & Delivery (14 procedures) Checks batching against approved mix designs and reconciles cement and aggregate usage to concrete produced. It also controls returned concrete and confirms that every delivery and pump hour is billed.
Section 5 — Steel Processing & Fabrication (13 procedures) Verifies coil receipts and incoming quality and measures coil-to-product yield. It exposes off-book production and confirms that scrap and offcuts are recorded and sold at value.
Section 6 — Procurement & Raw Materials Inventory (13 procedures) Tests supplier selection and pricing, supplier master data, bulk material receiving and stores inventory. It also covers diesel control, one of the biggest sources of loss on any site.
Section 7 — Sales, Pricing, Credit & Revenue (13 procedures) Confirms that approved prices and discounts are applied and that credit is extended prudently. It also checks that cash and mobile receipts are banked and that revenue is complete and recorded in the right period.
Section 8 — Plant, Equipment & Calibration (12 procedures) Verifies that assets exist, are insured and are maintained, and tests maintenance costs for fraud. It also confirms that weighbridges, batching scales, belt scales and fuel pumps are accurately calibrated.
Section 9 — Quality Assurance & Product Conformity (11 procedures) Tests cube strength and aggregate grading results, the integrity of laboratory data, non-conformance handling and customer complaints. This protects the business from structural-failure liability.
Section 10 — Health, Safety & Environment (13 procedures) Assesses blasting and machinery safety, dust and silica exposure, incident reporting, environmental permit compliance, rehabilitation liability and contractor safety.
